THE BUDGET AND THE VETO. (Received March 29, 1.15 a.m.) London, March 28. Mr Haldane, speaking at North Berwick, said a general election was not far off. Thero were discordant • voices in the House of Commons, and he was a bold man who '"was certain whether tho majority was for or aaginst the Budget ; therefore, it was , impossible for the Government to ■ take a bold and decided course. The . best tiling was to stake their lives . on passing the whole of the Budget. . The. veto legislation, was -a stepping . stone to something bigger in the reform of tlie second chamber. The Liberals must not stop at the veto ; i otherwise whon the. Conservatives re- ■ turned to power they would repeal ; the veto' legislation.
