Mr Philander Knox, American Secretary of State, regrets that neither Briiain nor Canada has placed America in possession of facts proving that the Dotainion is .entitled to the most favourable tariff rates. He suggests the prompt opening of negotiations, as the maximum duties will apply automatically on the 31st March.
