"ihe Times" says that Mr Churchill's promotion to the Homo Secretaryship has been earned, and. Mr Herbert Samuel's elevation to tho Ppst-Hiastcir-Generalship is not surprising, as he had rendered, the party no-little iserviee. Mr J. A. Pease's appoiutjnent to tho Duchy of Lancaster would be popular. Liberals would note with satisfaction that Mr Murray (tho Master of. Elibank) was to be made Chief .TYiup. The paper adds that the Cabinet has decided that the Budget shall bo the -first necessary business when Parliament meets. Moreover, tho Government had not yet had time to harmonise its views, and it was nowise certain that the Budget would pass. Mr Keir Hardic, M.P., speaking at Mountain Ash, Glamorganshire, said that the mow Parliament would last at least two sessions.
