DISSATISFACTION WITH THE ADMINISTRATION.
London, Feb 15. A St Petersburg press correspondent states that the Duma's early con sent to th© proposal is improbable owing to dissatisfaction with 'the naval administration. He adds that as the Russian naval yards are overtaxed the proposed Dreadnoughts would have to be built abroad.
