LICENSING CLAUSE DISCUSSED. [I'ress Association — Copyright.] London, Oct. 28. - There was an animated debate in the House of Commons on the proposal to omit clause 43 of the Finance Bill, on the ground that it was an attempt to carry a Licensing Bill in the guise of a finance measure. It was claimed that many smaller licensed houses would be taxed out of existence. Mr. Asquith denied any vindictiveness, though the trade had been warned of the result if the Licensing Bill were rejected. Mr. Herbert Samuel, Chancellor of the Duchy, said that the Government had dealt with hotels and restaurants in a conciliatory manner. The "Standard" has successfully opened a public subscription for defraying the election expenses of Unionist working men.
