It was resolved to refer the report to the committee. -PROMOTION OF TEACHERS. The draft regulations in connection with the proposed scheme for the promotion oi teachers were . submitted. After some discussion it was resolved on tlto. casting vote of the Chairman, that the consideration of the regulations he postponed for three months, and that in the meantime inquiries b? made by the Inspectors as to how fnr tho scheme would bo taken advantage of in tho district, to report to the Board. An amendment to the effect that the words after three months be omitted was lost. MANUAL AND TECHNICAL INSTRUCTION. The report of the Director of Technical Schools. (Mr. A. A. Hintz) was presented. Among other matters he suggested that, to facilitate the conduct of manual training classes in cookery, classes be conducted at Nelson centre- only, from February to June, during which time the work for Girls' Central School, Stoke, Richmond, and Convent Schools can bo covered and that three hour weekly school classes be taken at Wakefield centro from July to November. This arrangement would, he thought, enable ho t<h town and country school classes to bo couduoted with more satisfaction to headmasters of schools concerned, aud would also allow moro of tho cookery instructress's time for adult technical work. In regard to the Nelson Technical School, it wes noted with regret that Miss Pitts, teacher of dressmaking, was resigning her position, and it was stated that Miss Pitts had proved a most capable and popular instructress, and the success of her classes liad been the outstanding feature of tlio year's work. In outlining the proposals for next session's work, the Director stated: — "For tho engineering course the mechanical shops will provide tilic majority of the pupils. One great drawback experienced by engineering apprentices in Nelson is the inability to secure experience in any branch of practical electrical work. Hence, 1 propose the establishment of- a class tor electrical wiring and liglrting, covering the work demanded T>y the City ami Guilds of London, and the Wellington Corporation examinations in the subject. The possession of a certificate of this kind is a valuable asst't to a tradesman engaged in any branch or engineering. The practical ivoik of this class might well consist of the installation of an electric lighting plant at the school, involving the . procuring of a C-horse power gas engine, tho construction at Wostport of a dynamo, and tho provision of the necessary wire, switches, etc. Most, if not all, of this apparatus sliould be procurable from the Department, and with a lighting plant installed, the Board would save at least £20 pci annum ou lighting account." It was mentioned that in regard to the proposed technical day school ; 15 pupils had iudicated their intention of taking up trades' course work, and one pupil had signified a desire for agricultural instruction, and it was suggested that a trades course should be gone on with. The report of the Technical Commit. to was submitted. The committee recommended that clause 2 of the Directors' report, regarding manual training classes in cookery, stand over, and that in the meantime the Directoi discuss the proposals contained therein with the Inspectors ; that tihe resignation of Miss E. Pitts bo accepted with regret, and that tho matter of tlio appointment of a successor be left to the the Director to report to the mext meeting; that Messrs H. Baigent and Scholtz and the Anchor Foundry Company be thanked for their gifts of material for the construction of a motor boat; that the Director enquire and report if technical classes can be established in Motueka: that a special invitation be extended to menibers of local bodies in- and around Nelson to attend the exhibition to bo held next month; and that application bo made to the Department for the cost of a fiveliorso power gas eiigino for th© Nelson leehiucal school. \ The Committee recommended that a roply be forwarded to the WellLiirton Education Board, strongly supporting their protest to the Minister agamst tho withdrawal of free train pusses to tcaohers attending training classes. ■ ! it was resolved that the Board lopes the Minister will favourably ©consider his action re free tradii , >asses, the Minister and tho Wellingon Board to be advised oi the resolu.loll.
