Victuallers' Association, :' ihe president, in 'thecourso of Ms address said that notwithstanding "the pronibition laws in New Zealand, and because of them, there was an ever increasing flow -of liquor into- the "dry" districts, the amount of liquor: per head consumed in Dominion was on the increase, and cfhne also showed an upward tendency in prohibiti<Hl towns. Tho utter failure of prohibition in Amorica was a commonplace of the investigators.
