(Received Sopt 19, 5.5 p.m.) London, Sept 18. "The Times" says "Mr Asquith's defence in conclusion was almost trivial. Tho opposition to the budget is provoked far less by what it takes than its ways of taking, and the avowals of intontion and design of Mr Asquith s colleagues. Theso avowals he always ignored, and we can easily behove that they are far from commandin"- liis personal approval. He must be well aware that tho House of Lords right to reject the budget is beyond question." , Tlio "Daily Mail" says tlio speech was humdrum, and quotes Lord Erskino's statement in the Houso of Lords with regard to their right to withhold their assent to any Bill of which they disapprove. The "Daily News" says the Liberals are urepared to tako advantage of a revolution by limiting the hereditary right of veto to remove the greatest stumbling block in the path of national advancement. The "Telegraph" says the speech was quite futile as an effort to coerce tlie House of Lords.
