An important debate in the "House of Lords on the Indian Councils Bill, resulted in the rejection, by 59 votes to 18, of clause three, empowering the Governor-General to create an executive council in any province, under a Lieutenant-General, despite Viscount Morley's appeal on the ground of the urgency of the measure. Lord Cofzonj Lord Lansdovroe! aaad Lord Macdonnell of Swinford opposed Yisciint Morley's scheme, though sympathetic towards, the difficulties of the situation.
Lord Northcote said the Bill would take powor from.^the.JJritißh. representing a 'hundred million agriculturalists, and give control of the councils to middle class politicians, representing insignificant minorities.
