Himi Pasha, Minister of the Interior, in Kiarail's Cabinet, has formed a Ministry, including Ali Kiza, Minister of War, whose removal caused the crisis. Kifaat, the present Ambassador in London, has been appointed Minister of Foreign Affairs. Kiamil'a Ministers of Public "Works, Commerce, and Justice remain in office. London, Feb. 15. -Reuter reports that a popular demonstration of confidence in Kiamil was restrained witb difficulty. Though Kiamil declines ovations in the interest of public order, the publio view witb much concern the interference of an irresponsible body like the committee. "The Times'" upnstantinople correspondent says tbat many members of the Chambers voted against their conviotipns,. in obedience to veiled compulsion. The Young Turks have issued a special manifesto insisting upon their Anglophile policy/and declaring this to be in conformity with the desires of the Ottoman Nationals.
