BRITAIN AND TURKEY. * Received Feb. 5, 1.6 a.m. Berlin, Jan. 4. The German Government is reserved regarding M. Isvolsky's proposal, desiring to know the feelings of Turkey, where serious misgiving is increasing. Many recall the proposal after the re-establishment, of the Constitution, whereby the remission of the war indemnity was offered in exchange for the opening of _ the Dardanelles to Russian warships. The fact that Britain supported the proposal at Sofia without consulting Turkey has produced a very- bad effect 'in Turkey. j
