St. Petersburg, Feb. 1. Lopukhin, formerly chief of the Russian detective service, and a member of one of the oldest and moat distinguished of Russian families, wasarrested at St. Petersburg, in connection with Azetf 's agent's, Proveoateur's revelations. It is al-' leged . that Lopukhin received dele* gates from tbe Russian Revolutionary Committee at Paris, and gave them information regarding Azeff. Lopukhin is also accused of appointing Bakal to the direction of tbe Warsaw police, who afterwards joined the revolutionaries, reveal* ing police secrets. _ ' . _
Seventeen- others were arrested with Lopukhin. There is great; excitement at St. Petersburg.
