APPEAL FROM LORD MINTO.
Received Doc. 13. 4.15 r.ui. Cal-uvta, Dec. 12. Lord Minto, presiding in Council, emphasised that personal and public security was dangerously threatened, calling fo r stern measures to terminate the apprehensions of bidden ranger which were crippling tbe daily life of the people. He appealed to tbe good sense of tbe whole comtnunity to co-operate with tbe authorities to ensure order and security, euablirg them to turn attention to Viscount Morley's projected reforms.
