THE RE -RUSSIAN NAVAL
PROGRAMME. Received March 19, 8.30 p.m. St. Petersburg, March 19. The Defence and Budget Committees of the Douma, by 19 to 14, rejected the credit for the erection of battleships, but approved of the votes for torpedoes and submarines.
