CAPE COLONY'S FINANCES.

Capetown, March 4. Mr Merriman, the Cape Premier, speaking at Victoria -West, announced .a deficit of £3.000,000. He said the Government's chief efforts next session would be to increase taxation and so ruake'the colony solvent. Referring to the necessity for closer union of the' States of South Africa, he said South Africa was over-governed and it would he un able to stand the expense. Personally he favored one Parliament.
