CITY COUNCIL.

An ordinary meeting of this Council was held last night. Present — His Worship the Deputy Mayor (Mr A. A. Grace), and "Crs Hampson, Eobertson, McOonhice, Snodg'raes and Field. Leave of absence was granted the Mayor, and Crs Lightband, Bisley and Franklyn. Minutes were confirmed and payments authorised as follows: —

Mr Roberts, Clerk of Works, wrote tendering his resignation as follows : — As I am desirous of terminating my engagement with Council, I beg to give you one month's notice in accordance with the terms of my agreement. In my capacity as Clerk ..of Works to ,the Drainage Scheme I cap trilthfiiliy say th&t.t have done my utmost to faithfully serve the interests of your body, and it is with regret that I terminate my work in connection with that undertaking. — Consideration was deferred.— Messrs G. Hogg and Co wrote relative to the increased charge for coke: referred to Committee; from Mr OlsenV stating he was about to build in Wainui street and asking that gas and,&ater mains be extended and gravel laid : Referred to Committee.— Prom Mr Allen, complaining of rubbish, etc., in Parere street: [Referred to Committee. REPORTS were then read. The Finance Committee reported : —1. On letter from residents Trafalgar street North : That this work has already been authorised, and will be proceeded with as soon as the ground is sufficiently consolidated. 2. On letter from Dr. Gibbs : Consideration deferred till next meeting, the Deputy Mayor and Cr Snodgrass to confer with the local medical men and report; 3. On letter from residents Harley street: That a lamp be* erected. 4. As to Post Qflice OidSkj That the Post and Telegraph Department be written to pointing out the cost to the city of lighting the clock, and asking them to contribute one half. 5. That Mi Hesseltihe^be granted an increase of salary of £15 per annum. Adopted. The Public Works Committee reported :— l. On letter from Mr Gledhill: That permission to form an approach to his property be granted, the work to be done under the supervision of the Foreman of Works. 2. On letter from residents Hampden street West : That the letter be referred to the Inspector of Nuisance^ to report to the Committee. 3. On letter f *6in Mr G. L. Estcourt: That this request be granted on condition that the footpath be reformed to a proper and approved height and in a proper manner, and top dressed with grean gravel, the work being done to the satisfaction of the Fofeman of Works. 4. On letter from residents Washington Valley: Consideration deferred for one month. 5. On letter from secretary of Fire Brigade : That this matter be referred to Crs Robertson and Lightband to interview the Fire Brigade with a view to arranging for the hose station to be placed nearer Trafalgar street. 6. On letter from Mr A. A . Grace : That the Motor 'Bus Company be allowed to use the following places as . additional termini for their borough stage carriages, viz: Main gate of the General Hospital, Waimea road, and the corner of Cambria and Milton streets, The Wood; also that the following places be used as stopping places along the line of route between'those two points, viz: Corner of Hardy and Trafalgar streets, corner of Nile street West and Waimea street, junction of Waimea street and Waimea road, foot of College Hill, corner of Gloucester and Vanguard streets, Vanguard street near Victory Square, corner of Franklyn and Vanguard streets, corner of Trafalgar, and Bridge streets, corner of Bridge and Collingwood streets, the Wood side t-f Colliiigwood bridge, corner of Cambria and Tasman streets, corner of Milton and Grove streets, corner of Collingwood . and Hardy streets. 7. On letter from Messrs F. and D. Edwards: lhat they be permitted to put in a crossing at their own expense, the work to be done under the supervision of the Foreman of Works and to the satisfaction of the Resident Engineer. 8. On letter from Mr F. St. John : That the Com mittee consider that the configuration of the land is such that it is not difficult to lay off a street of 66 feefc wide, and that it is not expedient to authorise a street of less width. The" Cmmittee therefore reoommend that the proposed street should ' not • be of lees width than sixty-six feet 9. As to application for plumbers' licenses : Consideration, deferred 10. Consideration of clause 8 was deferred till later. As to clause 10, Cr Hampson moved that the clanse be referred back. He thought the area proposed was too large for the present. The proposal, he thought, "would entail a hardship at present, and he thought evidence should be taken as to. rents obtainable, say in the upper prirt of Hardy street. Cr Snodgrass also thought the area was too" large. — This was carried. The -Special Committee reported:' — 1. As to Mr Eose's drain: After hearing the statements of Messrs^T. R. J. Grimmett, H. Johnson, J. Henderson, R. Kenning, and J. W. Marris, and of Mr Roberts, in reply, the Committee beg to report that in their opinion Mr Roberts was in fault in altering Mr Rose's drain. % to jetter from Mr H. Moil rtriey: After hearing the statements of Messrs A. Miller, H; McArtney, W. Fawcett, J. Henderson, and F. V. iiaJßiltoo, and of Mr Roberta in reply, the Committee beg to report that the work not having been passed by the Council's officials, . they have no recommendation to make, but that Mr McArtney be thanked for calling the attention of the Council'to the matter. Consideration deferred. Tbe Engineer, reported that the work at the Nor'ainnby bridge was progressing favorably. : New foundations for the east pier were" not necessary, neither was it necessary to remove the iron cylinders, and he suggested that such work be omitted. He reported that Messrs Langland's engine was still at the Quarry. The Weka .street path had been finished find ditch filled; cost £31. 12s 3d. He mentioned other wofks iri progress.* including the ploughing and planting at Milton's Acre. It was resolved that new foundations at the eastern pier be omitted, and that the cylinders be not taken down; also, goods required be procured. It was agreed that if the engine remained at the Quarry over a fortnight Mr Langlands bd charged a pound a week as rent* ■ TheJnspßctfor of Nuisances reported itiatihe City was still free of fever or other infectious disease, though there had been an epidemic of influ-' enza. He gave details of permits he had granted. ;-" ORDINARY BUSINESS. It was agreed that all drainage matters be taken in Committee. NOTICES OF MOTION. Cr. Snodgrass moved that resolution of sth July re Moorhouse's land and street be rescinded* The Deputy Mayor seconded. Cr. Hampson objected to going back on their promise. They had given permission to carry a street part of the way of 6"6 feet and they should require a 66 feet street if they extended the street right through. Cr'Snodgrass urged that a fifty feet street right through was better than a 66 feet street a part of the way. The motion was carried on the casting vote of the Deputy Mayor. The ayes being: Crs. Field, Snodgrass and the Deputy Mayor; noes: Crs Robertson", McConchie and Hampson. Or. Snodgrasa then moved that the subsequent resolution of the Council be rescinded. t The Deputy Mayor thought this jinnedesteary; At present the gentlemen hid no authority, at ,all. He moved that Mr St. John be given permission to make the street right through the section provided it was made 66 feet wide. |B?After considerable discussion Cr. Snodgrass' motion was carried. Clause 8 of the Works Committee's report "was then considered. Cr. Hampson moved that the report as amended^be adopted, and the Deputy Mayor secotided. The motion was carried. Cr. Hampson moved : That this Council's agreement with the Clerk of Works be terminated. Cr. Field suggested that the Committee's report should first be taken. The Deputy Mayor thought they should first consider the resignation of the Clerk of Works. The report of the Special Committee as published above was again read; , The report was adopted. Cr Hampson moved that a copy of Clause 2 with acknowledgement of their letter be sent to Messrs Turnbull and Son*— Carried. Or. Snbdgrass inov.ed that Mr Rose be paid his claim of £4 10s.— CarCr Field referred to Clause 2 and said it was only fair that Mr MbAftney should be informed fti&t he is not held responsible in the matter. Cr. Hampson pointed out that the latter part of the report exonerated Mr McArtney. The letter from Mr Roberts was again read. Or. Snodgrasa moved and Or. Field seconded that the resignation be accepted; ■ The, Deputy Mayor said he was exceedingly sorry this had ; come in. This gentleman had done them very valuable service. He waa hopeful that they might find as trustworthy a man and one as zealous as Mr Roberts had been. If he had a fault it had been over-zealousnees in their interest.- • The motion was then carried. Or Hampson then asked for and obta'ned leave to withdraw his first motion. He then moved: That the question of engaging or discharging any Clerk of Works, or Inspector that\nay be required in connection with the Drainage Scheme be delegated by this Council to the Kesli dent Engineer in charge of the works for the time being." : :;, ;. . The Deputy -Mayor said the meeting was not a full one and he thought there weYe~iesues that rendered it desirable 1 they should nave a fuller meetings'^ He hoped the question would be postponed. Cr. Field suggested that the discharging of any, future Clerk cf Works or Inspector might be left to the Resident Engineer. . . Cr. Hampson urged .that, tnere should be no dual authority. Cr. Snodgrass said that as the motion had not been seconded he would move that applications be invited for the position of Inspector. Or Robertson then seconded Cr Hampson 's motion. The Deputy Mayor then moved the adjournment of the debate and Cr. Snodgraes seconded the adjournment which was carried. The Council then went into Committee.
