Keceived August 20, 11.6 p.m. London, August 20. In the House of Lords the Small Holdings Allotments Bill was read a seoond time without division.

In the House of Commons the Transvaal Loan Guarantee Bill has been read a second time by 199 to 62. Mr Churchill made an elaborate defence, denying any connection with the guarantee and repatriation of Chinese. He admitted that unless a guarantee was offered, the Transvaal Government would be compelled to appeal hat in hand to the mine owners for a loan, and they might stipulate for the retention of the Chinese. Mr Lyttelton contended that the Government was blameable for not seouring£better tieatment for Transvaal civil servants, "and British Indians before guaranteeing. 2 Mr Asquith said there was no enrropt bargain. General Botha was free to propound any Chinese policy be liked.
