Received July 26, 10.25 p.m. St. Petersburg, July 26. The Bureau of the Social Revolutionary party resolved that owing to the Government's continuous terrorism and massacres that terrorists' acts against high officials ought to continue ;| to advise the active boycotting of the Duma elections, the blowing up of electoral assemblies, and the destruction of the lists of electors. A fresh plot against the life of the Czar has been discovered at St. Petersburg and several arrests have' been made.
