TO REVOLUTIONISE WAR
Experiments, with reported satisfactory results, were inade at Oartagena recently, with tbe explosion of fixed toipedoes at a distance by means of Hertzian waves. The apparatus is tbe invention of Senor Balseia, a telegraph official, who has asked facilities to apply bis system to submarines. Frequent attempts have been made in the above direction. Success will mean a revolution in war, for the ammunition of an enemy may be blown up by invisible agency A recent American novel foreshadowed a defeat of the English in this way, the soldiers being shattered by the explosion ot their bandolier belts whenever they came within the zone of the American's Hertzian or other air waves.
