Mr Haldane continued: The men will be recruited for four years' service, but will beat liberty, to retire on giving three months' notice and paying five pounds to compensate the State for loss in training. Those men electing to remain after the four years' service to form the reserve. The period of compulsory camp servioe to be a fortnight wherever possible, and in war time the territorial to go in for a half year's training. The County Associations will be formed of prominent County officials and the military element, and all will be untie? 'the Army Councils control The commanding officers of volunteers will be relievied of present financial liabilities. The volunteers will receive good fiifteen pounders converted into quick-firers. The Estimates devote £10,000 to convert ten batteries. The total cost of actual forces^will be £4,431,---210.
