Received October 28, 4.4, p.m. New York October 27. _ Regarding the invasion of American territory in Alaska by Japanese seal poachers in August last Mr Root requests the Japanese Government to arrest aud punish the poachers who escaped* In response to the Japanese Ambassador's declaration that the exciusion of Japanese children froiii San Francisco schools is an infringement of treaty rights, Mr Root has promised to immediately deal with the question. It is expected that President Roosevelt will make representations to the C'alifornian Government. The bitter feeling in Japan is developing into an anti-American agitation.
