Intending a death blow to coolie alien competition, Mr Fatham, the Durban Laborite, is introducing a bill, with the prospect of a favorable ; reception at the hands of the Assembly, to prevent the issue of traders jor merchants' licenses to anybody not registered as a Pariamentary voter.
