U.S.A. AND FISHING SUBSIDIES.
Received February 16, 10.52 p.m. New York, February 16. Mr Gallinger's bill provides subsidies for certain classes of merchantmen and fishing vessels in return for the use of such vessels for national defence and the transport of mails : also for the encouragement of enlistment of volunteers forming at least one-sixth of the crews. American repairs are to be done in America.
