REVOLT CAUCASUS. ' St. Petersbuk3, September li. The Rvolutionary Committee's various centres met at Warsaw. The authorities are now urgently preparing to meet iresh outbreaks. Extraordinary precautions are being taken to protect the Czar. The vessel which had landed arms and was wrecked at Jacobstad, in the Gulf of Bothnia, proves to be the John Grafton, of London, as at first surmised. English oil companies at Baku have been forced by the revolutionary proclamations and threats of death to relinquish the attempts fco work. Received September 15, 11.20 p.m. St., Petersbubg, September 15. Further reinforcements have reached Baku. The Governor of Elizabetpoi has sent a request for troops, as the situation is more menacing. A revolutionary proclamation, issued at JTiflis, urges a general rising.
