Received September 15, 11.20 p.m. St., Petersbubg, September 15. Further reinforcements have reached Baku. The Governor of Elizabetpoi has sent a request for troops, as the situation is more menacing. A revolutionary proclamation, issued at JTiflis, urges a general rising.
