Fearing that the effect of repatriation of the Russian army would be to spread dissatisfaction, Russia has decided to employ the troops in duplicating the trans-Siberian line, at a cost of £20,000,000. Tokio, September 11. The Progressive Party at Tokio have strongly condemned the peace as a lasting humiliation, and declared that the Government's action in suppressing the demonstration was a grave violation of the constitution. Marquis Yamagata, in the course of ajp interview, said that bad war continued the loss of life and treas ure could not have been compensated for by the result^. Adequate repay ment was hopeless. It was absolutely certain that Harbin could (have been recaptured, but no apprehension on that score had the slightest influence on the Government's decision. The Marquis Yamagata states that the factors deciding psace were Japan's prosperity, Russia's uncompromising' attitude, and the world's pacific advice. It is reported here that Generals Nogi and Nodzu have resigned.
