Received September 12, 10.0 p.m. Washington, September 12. Mr Gracey, United States Consul at Nanking, reports that liaot9ung Yao, Chief Commissioner to the Bureau of Foreign Affairs for the Hang Kiang Province, has submitted to the Viceroy a suggestion that Manchuria should be restored to China, and used a 9 a testing ground for reforms, including the opening of the country to foreign trade, granting of mining and railway concessions, and reforming the judicial and monetary systems. The Viceroy will probably memoralise the throne in favor of Laotsung Yao's scheme.
