SOUTH AFRICA.
THE LABOE QUESTION. Eeceived March 14, 1.3 a.m, London, Maroh 13. Lord Milner, in forwarding the resolution presented on Thursday by the deputation, expresses his entire concurrence therewith. The Natal Government has telegraphed to the Hon. A. Lyttelton, Secretary for the Colonies, that unless the tension due to shortness of labor in the Transvaal is immediately relieved, the financial position of South Africa will be seriously affected. The Hon. A. Lyttelton has telegraphed to Lord Milner that it is King Edward's pleasure not to disallow the Labor Importation Act, but that it will remain inoperative for the present. His despatch is generally interpreted to mean that every precaution will be taken to conform to China's requirements, and that the Hon. A.SLyttelton will sign the ordinance directly negoti ations with China are concluded, and that Lord Milner will proclaim a recruiting date.
