WAIMEA COUNTY COUNCIL.

REVISION OP THE BY-LAWS

A special meeting of the Waimea County Council was held yesterday tor the ptirposS of continuing the work of revising the by-laws, and some degree of finality has been reached, the by-laws as adopted yesterday having been through the hands of the Council's solicitor. All the Councilors were present with the exception of Cr Eollet, who was engaged at the Warden's Court. With regard to the traffic regulation by-laws, as proposed and published in our report of the former consideration, one of two slight amendments only were made. It is now provided that horse and stock traffic acruss bridges may cross at "a walking pace," the four miles per hour limitation being struck out. The maximum load allowed to cross a bridge remains at six tons, load and vehicle combined. The width of tires for heavy traffic stands at 4 inch ' tires for loads of from four to five tons, and 5 inch tires for loads over five tons, load and vehicle combined. Cr Everett wished to Drovide that loads of three tons should require to be carried on 3 inch tires, thus starting the heavy traffic regulation in conformity with the Public Works Act, but he was defeated. The license fee at the rate of £10 per annum for vehicles taking loads of over four tons, load and vehicle combined, stands, but the proposal to make a 'rebate of the portion of the fee to ratepayers has beeen struck out as ultra vires. The^proposals as to licensing pedlars and traction engines at the fees stated stand, and a minimum width of tire for a vehicle drawn by a traction engine is fixed at four inches, and if the load and vehicle combined exceeds four tons, five inch tires must be u«ed. By-laws dealing with the prevention of the pollution of streams and drainage on roads have been inserted, also restrictions as to keeping of swine,, which must not be kept within 50 feet of a public place or road. 1 In the schedule of quantities necessary of various articles to make up a . ton load, New Zealand timber has been altered from 400 to 500 super, feet, and firewood from one-half to two-thirds of a ton.
