Sir James Mackay, the well-known ship-owner, addressing the Chamber of Shipping, advocated retaliation on foreign countries excluding vessels entering portal trade. He instanced the unjust treatment of British vessels touching at Honolulu.

President Roosevelt has signed the bill introduced by Senato Elkin, to make the anti -trust laws applicable to railroads.
Paris, February 22.
The Cattanis libel action against the Humberts has been dismissed, the Court holding that the charge of usury brought aganst Cattanis had been made in good faith. Cattanis was ordered to pay costs. Madame Humbert's confidence and audacious interruptions and attacks on the Government, particularly on M. Va^le, Minister of Justice, are creating intense public interest in France. ; „ . Perth, February 23.
The victim of the infernal machine outrage, which 'was received by post has taken a turn for the worse. His mind is affected, and he is in a precarious condition.
