Order Rescinded Recalling OfficersLondon, January 17. The order summoning the British officers serving in Egypt to South Africa, has been rescinded. Thre<*' thousand Spanish soldiers now retired from the service of their country have offered to take service under the British. The Bushmen's Contingent. San Francisco files dated December 26th state i — The lull of news from South Africa gives tha London Press an opportunity to renew the criticism of the management of the war. The advent of horse-sickness draws attention to the question of transportation and the lack of wagons, which may tie the British forces to the railways. "The Times " editorially attacks the War Office, calling attention to correspondence disclosing " glaring defects," and declaring that the British Army is being managed for the benefit of the War Office, and not of the Nation.
