\t the Federal Convention, during a thin house, and in the abseuco ol the New South Wales Wales delegates, Mr Turner secured the affirmation of the principle that the Federal Parliament should take over the colonial debts. When Mr Reid put in an appearance he made a fierce onslaught on the proposal, and pending the arrival of other delegates a division waa taken on a second amendment to give no effect to the principle.
