FRANCE IN A REVOLUTIONARY STATE.
Paris, January 14. M. Bitthou, the Minister for Publio Works has resigned owing to a teobnioal difficulty in connection with his Department. A member of the Chamber of Deputies who holds socialistic views bas been suspended on the ground of insulting behaviour. A section of the Press continues to make insulting remarks regarding the President and his treatment of the Chamber.
M. Blowitz, the Pariß correspondent of the London « Times ' deolares that France ia in a revolutionary state.

The resignation of M. Batthou, Minister for Publio Works, caused an animated scene in the Chamber of Deputies and by a majority of twenty-two the Chamber carried a motion of censure on M. Dupuy, the President and Minister of the interior for not proteoiing the State against the aggression of Bail way Companies. The Government has resigned.
