It is reported in the city that the Vienna Commercial League would ba . willing to include England in the treaty on condition that tho latter isolated Franoe. BOMBAY. December 11. Lieu. Mansfield asoended in a baloon to-day in the presence of Lord Harri?, Governor of Bombay, but when he had reached a height of 400 feet the baloon burst and he fell to the ground. Lieut. Mansfield was killed instantaneously, the body being horribly mutilated. He had made a previous ascent and descended by means of a parachute from a height of eleven thousand feet. Lieut. Mansfield was an enthusiast in the use of baloons for military purposes. ST. PETERSBURG, December 12. The Russian Government is spending 3fi0,000,000 roubles on relief works, which will give employment to 900,000 men.
