EDUCATION BOABD.

! The monthly meeting of this Board was held yesterday, when there were present , Messrs Barnicoat (Chairman), Harkneas, Tarrant, Clayden, Hurathouse, Shephard, Dencker, and the Bishop of Nelson. lOn the motion of Mr Denoker, leave of absence was granted to tbe Hons. J. W. Barnicoat and Joseph fchephard daring the session of Parliament. The Finance Committee's report set forth that the available balaneeon General Account after deducting the payment! for September ! waa £1189; whereas the votes on Building Account exceeded the funds available by 1 £268. The report was adopted. >Mr ElWs report on the old school building at Spring Grove was read as follows :— "In accordance with the request of the Board, I have visited and examined the above building. 1 find that the poit.'on of the building proposed to be utilised ia the large room of the old school, and it has already b?en once removed to make way for the new brick building. Tbe work of removal was carried out, I am told, in about eight hours, and the building appears to be little the worse for tbe operation. I found that the roof of the builtiing is practically new, and the floor, and plates, though old, being of totara, are quite sound. These will last many yeari. The wallibf the building, however, are very poor aad shaky, the gladfl and

most of the weatheibosrding being.quite rotten and worm-eaten. The lining appears to be fairly good. I ascertained that* the proposed Public Hall Company desire to rent a site at the southwest corner of the school reserve, and tbis is in my opinion the best position for the . building. — Stiad Ellis, Architect." A letter from the proposed Public Hall Company, requested the Board to lease a small portion of the Spring Grove school reserve for ,31 years at the nominal rent of 10s per annum. It was resolved, on the motion of Mr Shephard, that when a Company is actually formed the Board *will be prepared to further consider the matter. A letter from the Weslport Committee stated that they had requested Miss Gillispie to remain as teacher, and the Committee expressed the opinion that if the Board would increase her salary to £60 a year Miss Gillespie would not desire to leave. A letter from Miss Gillespie was also read. It was resolved, on the motion of Mr Shephard, that consideration of the matter be deferred until the Inspector's return and until the general revision of salaries. A letter from the Lyell Committee recommended the appointment of Miss Annie Inglis as probationer, though she was'under age. It jras resolved, on the motion of Mr Dencker, that before making any appointment the Inspector be consulted. A letter from the Inspector suggested certain arrangements being entered into at Toi Toi ValUy. Resolved, on the motion of Mr Clayden, that the arrangements mentioned in the Inspector's letter be confirmed. A letter from the Motueka Committee referred to. the obstructions to the watercourse near the schoolmaster's house, and suggested that the Board should give notice to Mrs Neal and Mr J. Eginton that unleis the obstruction tboy had placed to the free flow of the water be removed legal action would be taken. On the motion of Mr Clay den, it was resolved that the course recommended be adopted. An application from the Motupipi. Committee for desks was acceded to, . An application was received from the Upper Wakefield Committee for a grant of £3 for taking down and rebuilding th« chimney at master's house. Oh the motion of MrHurrfhouse, Mr Cliyden was requested to examine the chimney and confer with the Committee with a view to having the grievance remedied. On letter from the Committee asking the Board to reconsider its decision as-to the fences to the Upper Wakefield reserve, it was resolved that Mr Clayi! eni be requested to examine these fences and report. On the motion of Mr Shephard, Miss Marion Hood was appointed teacher of the Clifton Terrace School at £72 per annual and house, the' Committees having approved. A iefter from the Brightwater Committee contained recommendation that Miss B. Carter be appointed probationer at River Terraoe, and the appointment was made on the motion of Mr Dencker. Amended plans of the Brightwater School were submitted by the Brightwater Committee. It was reso'ved, on the motion of Mr Dencker, that the Committee be empowered tO: invite tenders on the plans submitted to the Board, tenders to be forwarded to the Board. Mr Clayden moved an amendment that the Committee ba asked to have the plans altered to bring the cost within the amount voted, bus this was lost on.a division. Ayes: Messrs Clayden, Tarrant, and Hursthouae; Noes: Messrs Barnicoat, Harkness, Dencker, Shephard, and the Bishop. • On the motion of Mr Shephard, it was resolved, after some lengthy speeches, that Mr i(lord and the Inspector ba requested to act as examiners for scholarships, an amendment 'proposed by Mr Ciayden that the further consideration of the question be postponed until next month-being negatived. A letter from the Pangatptara Committee made explanation as to the recent closing of thsir school. On the motion of Mr Tarrant, it was resolved that the letter be considered as satisfactory, but that it be pointed out to the Committee what powers they possess re the appointment of temporary teachers. On the motion of Mr Tarrant it was agreed that the Pangatotara Committee be requested to recommend a suitable person as probationer, also that the Committee be informed that suitable desks will be supplied them by the Board. A letter from Mr M'Harrie requested that the Board would grant a school at the Land of Promise, suggesting the removal of the present Earamea school as being likely to answer every purpose. A telegram from the Inspector, who had visited tbe Earamea was then read, ia which Mr Hodgson said he found weighty reasons for removing the school about 1£ miles further inland, but suggested that the Earamea Committee should be consulted before next meeting. On the motion of Me Shephard it was resolved that the Karamea Committee should be consulted on the advisibility of acting on the Inspector's recommendation. An application was received for an aided school at Rosedale, near Ngatimoti. On the motion of Mr Clayden, it was resolved that the memorial just read be referred to the Ngatimoti Committee and their opinion invited. : An application was received from Gapleston asking for a grant towards the library of the local school of mines. Resolved on the motion of Mr Ciayden, that the Board regrets it has no funds that it can legally devote to the purpose named in the application. The Appleby Committee wrote informing the Board that the master of the Redwood* Valley School was unable to obtain lodgings near the school, and they asked for a grant of £2 10s to partition off part of the school porch a* a bedroom. The application was granted on tbe motion of Mr Hursthouse. A letter from tbe Long Plain Committee referred to the teacher. It was resolved, on the motion of Mr Clayden, that the letter be ! acknowledged, and that they be referred to the by-la? authorising them to appoint a substitute during the temporary illness of a teacher. A letter from the Tadmor Committee asked that the balance of grant for teacher's house might be utilised for fenciug Resolved on the motion of Mr Shephard that' the request ibe acceded to, aud that the Committee be informed that they have full control of the I school reserve. - An application having been received for an increase of Miss. Sunley's salary, the same was postponed till the annual revision. . A letter from Mr Macintosh asked wby be was excluded from the list of eligible teachers ft the Ngatimoti School. Resolved, That Mr Mackintosh be informed that it is not the custom of the Board" of Examiners to give reasons, and that it would be highly incon venient to do so. . *■ . - ! A letter from the Town Committee reported the arrangements that had been made owing to the serious illness of Mr Worley and Miss Leach. The Board approved of the arrangements. On the motioa of Mr Hursthouse, a bonus of £2 was voted Mies Hill, a probationer, who had recently bad control of the Brightwater School for a mouth, and of £1 to the scholar who had assisted her. Mr Clajden called attention to the time having elapsed for which tbe assistant in Mr Harkness's room was engaged. The further consideration of the matter was deferred till next moath. The Board then adjourned.
