In replying to questions, it was stated that the increased duty on boots, from 10 per cent to 15 per cent, was imposed for reveuue purposes; that district railways would be constructed under the Local Finance and Powers Bill at the request of the Local bodies who would be responsible for half the cost. The following Bills were introduced: —The Friendly Societies Amendment Bill (O'Conoi); Rating Act Amendment Bill (Turnbull); Justices of the Peace Act Amendment Bill (Tple); Divorce and Matrimonial Causes Act, 1867, Amendment Bill (Tole); a Bill to amend the Impounding Act 1884 (Buckland); and Mines, 1877, Amendment Bill (Seddon). Mr Macandrew moved that for the remainder of the session ibis House shall meet at, half-past 10 o'clock in the forenoon. That the Standing Orders Committee be instructed to amend the Stauding Orders so as to give effect to the resolution. The motion, after a lengthy discussion, wa:s carried by 38 against 31. Mr Fitzherbert moved that it be an instruotiqn to the Standing Orders Committee to consider and report as to the desirability of some rule in, or amendment in Standing Orders in the direction that when the House has been counted twice during the speech of any hon member such speech shall^ after the second counting, be deemed to be concluded. • After some discussion the motion was negatived.- ..,,..- The House adjourned at 5.30.
