Wholesale Aeeest of Russian Qtificees.—The Vienna correspondent of the 'Daily News' learns from St. Petersburg that a .number of officers implicated in a political conspiracy have been arrested at St. Petersburg, that, in consequence a large depot j has been discovered near Charkoff, which contains arms, of every kind, large quantities of gunpowder, dynamite bombs, and new printing apparatus. Revolutionary publications and correspondence in cypher were also discovered, ehowing that there is a wide-spread conspiracy, possessing ample means, and numbering especially . officers among its members. It was discovered that dynamite was being manufactured in Kolpino, close by St. Petersburgh, where the scientific and technical branches of the, army stationed in the Russian capital perform their daily exercises. Here more than a hundred and thirty-eight naval and seventeen artillery officers were arrested and conveyed to the St. Peter Paul fortress. In Simbirsk an artillery colonel was arrested, who had gained an enormous influence with the peasants, and incited them to revolutionary deeds.
