EDUCATION BOARD.

•. n MonthlitMektino, August 5. i Present : ' Messrs Barnicoat, Wastney 1 Dencker, Malcolm, Rout, Graham, Campbell and the Bishop of Nelson. ' The'following telegram from the Minister of Education was read, as was also an explanatory' letter from the Secretary to the ' Education Department:— " Chairman Education Board, Nelson—The House.of Representatives has reduced the total Education vote by £32,000 a year, equal to a reduction from the total capitation ' grant' of 10s per average'attendance. With the .view that the same principles of economy should apply to' education as to other branches of the public service, Parliament has determined that a ten'per cent reduction be made on salary, pay, and wages throughout every branch of the public service. The Government assumed that you and your Board Will readily co- operate with them in giving full effect to the decision of Parliament in this matter, and so readjust and reduce'the expenditure of moneys entrusted to the Board, as to meet the necessities of the case by making the reductions apply proportionately and fairly to every part of tbe Board's service. Sections 8 and 43 of the Act indicate the several purposes to which the statutory grant is applicable. I give you early intimation, as no doubt your Board will consider it advisable to give immediate intimation to it's officers and School Committeesof the necessary reductions, so as to prevent the incurring of further liabilities at former rates until your Board has had time to make the necessary adjustments. Referring to the last paragraph ot Departmental circular No.fiO, I must again press upon the Board the absolute necossity for positively refraining from incurring liabilities on school buildings beyond what can be met by moneys already in their possession, or expressly authorised. The Government will not be responsible for any other expenditure. The reduction takes place from tbe Ist of August. -W. ROLLLBTON." Resolved, That a special meeting of the Board be held on the 19.h inst. to consider Mr Rolleston's telegram. Resolved, That a sub-Committee consisting of the Bishop of Nelson, and Messrs Rout and Graham be appointed to examine into the Board's financial position with the view of placing the same before the Bpecial meeting of the Board. Resolved, That the sum of £9 be granted for erecting a closet and excavating at the Lower' Moutere school. Resolved, That the Secretary communicate with the Charleston Committee as to whether they desire the papers of the eligible candidate for the girls' school to be sent them, and in the event of the Committee leaving the matter to the Board, Miss Conboy be appointed, Bubject to the following resolution :— That in consequence of the reductions in the Education vote the future salary of the mistress of the Charleston school be £120 per annum with house, but without augmentation money. Resolved, That the salaries of the two junior assistants at Toi Toi Valley school be reduced from £60 and £48 to £54 and £42 respectively. Letters having been read from the Secretary to the Education and Government Insurance departments with reference to tbe insurance of teachers and officers of the Board and payment of premiums by means of deductions from monthly' salaries, it was resolved, That, inasmuch as there are so many preliminary questions involved in the insurances proposed, arising out of the uncertainty of tenure of school teacherships, and the character of the lives as insura'ble or otherwise which would require'to be 'settled before the matter is entered into by this Board, this Board is of opinion that it is premature to consider the matter in ttie form in which it is now placed before it. Mr John Scott'n tender for erecting the Karaniea'school for £309 was accepted. A gratuity of £10 was granted upon application to the late assistant Secretary. A letter from the Hon Secretary of the Hope School Committee with respect to the services held on Sunday evenings in the new school having been read, it was resolved that the Local Committee be informed that the management and control of the school is in their own hands. In reply to a letter from the Chairman of the Lower Takaka School Committee it was resolved^ That 1 Mr f Hume be peremptorily dismissed from the service of the Board as and from the date of his suspension, in accoidance with the request of the Committee. Resolved, That the Lower Wakefield Committee, be authorised to obtain and plant quicks round the school ground at the expense of the Board, in accordance with the request of the Chairman. Resolved, That the Chairman of the Central Buller Committee be' informed that the £100 per annum'paid by the Board to Miss Coveney is intended to cover allowance for house, and that no increase can be granted. Resolved, That notice be given to the Committees and teachers of all subsidised schools that tbe subsidy will be reduced to £3 10s per head from the Ist instant, in consequence of tbe'reduction of the Education vote. That the application from Westport re expending the balance of vote in gravelling be granted. Their other application for half year's Committee allowance will be dealt with in October.- v I That the Charleston Committee be informed tnat'the Board declines to undertake the repairs mentioned, and ttie Secretary is directed to write and ask the Church Committee to pat the building in a proper state of repair. > ' Resolved,-That the memorialists from the Sherry be informed that, in tbe opinion of the Board, the £40 in. their possession is sufficient to erect a < suitable room, and the Board, will gr«ntitliemJa subsidy at the rate lof £3 10s per head on the average .attend-.
