NARRATIVE OF EVENTS.
CONSTANTINOPLE,
A ooeeespondent atPera writes that the proposal lias been put forward to proclaim Constantinople a free town, aud to appoint the Duke of Edinburgh governor. The same correspondent1 suspects this suggestion to be of Russian origin, aud to have been prompted by a desire to discredit British policy with the Turks.
