TURKEY.
A dispatch from Constantinople reports i7O deaths from cholera in one day. The water supply is failing. _ Subsequent newa states that cholera is subsiding in Turkey, Kussia, and Germany. The Moorish Kabylos at Segasta menace the Sultan's authority. Turkish troops have been despatched. The Spanish Government remains passive, unless its flag in insulted.
