ARRIVAL OF THE ENGLISH MAIL
AT HOKITIKA. NEWS TO AUGUST 10. [BY ELECHMQ TELEGKAPH.J Hokitika, September 6. The Eangitoto with the English mails arrived in the roadstead yesterday afternoon, but on account of the heavy sea the tender could not come in until this morning. Melbourne, August 31. The P. and 0. Company's steamer Malta arrived in Hobson's Bay at half-past three o'clock on Sunday afternoon, and the mails were transhipped immediately. GENERAL SUMMARY. London, July 16. The Australian and Indian mails via Marseilles, were delivered on the 12th July. Her Majesty is at Windsor. The Court will shortly remove to Osborne House, and then to Balmoral. The Viceroy of Egypt arrived in London on the 22ud June, and proceeded at once to Buckingham Palace, which had been prepared for his reception. His visit extended to the Ist July, and during his stay there were great festivals on an extensive scale. The Canadian Dominion Parliament was prorogued at Ofctowa, on the 22nd June. The House of Commons has nominated a Committee to inquire into the cause of the great and excessive expenditure of the Abyssinian war. The Volunteers encampment opened at Wimbledon on the sth July. The Queen's Prize was won by Angus Cameron, of the 6th Inverness Volunteers. His score was 71. The same gentleman won the prize in 1866. England won the International Prize against Scotland and Ireland. Scotland won the Elcho Challenge Shield —Ireland came second, and England last. A grand review of Volunteers was to be held at Wimbleton on the 18th of July. A meeting of the Bank of South Australia took place on the 29fch June, when a dividend often per cent, was declared. The Australian and New Zealand Banks have agreed, with one exception, to adopt a re-exchange of ten per cent, on bills returned dishonoured, instead of twenty per cent, as hitherto. It was resolved that recommendations should be forwarded by the present mails for all colonial establishments to agree to a similar charge on dishonoured bills returned from England. The Eton and Harrow cricket match was played on the 10th of July. Eton won in one innings. The French Atlantic cable was successfully laid between Brest and St. Pierre, a small Island belonging to France near the southern coast of Newfoundland. A message was sent through to the Emperor of the French announcing the completion of the enterprise thus far. A riot took place at Portadown, in the county of Armagh on the Ist July. The police fired on the mob with fatal effect. The estates of the Duke of Newcastle, including Clumber Park, and his house in London have been sold under proceedings in bankruptcy taken against him. Earl Kellie has been elected the Scotch Representative in the House of Lords. The Government of Canada agree to \ accept the terms of cession of the Hudson's ' Bay Company's territory to be annexed to the dominion of Canada. By latest cable from New York, gold was 136% premium. A riot took place in New York on the 12th July, during a procession of Orangemen. They were attacked by a party of Eoman Catholics; thirty persons were injured. The Duke of Edinburgh is appointed K-G-.C. of St. Michael and St. George. The Irish Church Bill was read a second time on the 18 th of June. The Lords introduced several amendments. The Irish Church Disestablishment Bill was altered by the Lords so as to come into operation in May, 1871. The glebes in Ulster were granted to the clergy, and all glebe-houses in Ireland were given to the Church free of charge. They also proposed to endow Catholic priests and Presbyterian ministers. The bill was returned to the House of Commons last night, when Mr. Gladstone announced that he was resolved to reject nearly all the amendments made bf the Lords. The Marquis of Burlington has brought in a bill empowering the Government to purchase all telegraphic lines on the sth July. Sir George Grey and several late members of the Government of New Zealand have strongly protested against the treatment that Colony has received from the Colonial officer.
Mr. Bright and Mr. "W. S. Forster have resigned their membership of the Eeform Club, in consequence of the black-balling Mr. Smalley, of the New York Tribune, whom they had proposed.
The Lord Mayor gave his annual dinner to Ministers on the 9th July. The principal speeches were made by Mr. Gladstone, Lord Hatherley, and Mr. Bruce.
Disturbances were expected in Jreland on the 12th July, but the Orange celebrations of that day passed off quietly, except at Belfast, where there was some rioting.
The annual dinner of the Cobden Clubs was held on 10th July; the Duke of Argyle presided. The Emperor of the French has sent a message ,to ,the Corps Legislatif granting various reforms, in consequence of which Eoutier and the rest pi the Ministry resigned.
Serrano was sworn in as Begent of $pa;n on July 18th. Slight changes were made in the Ministry. The Prussian Diet closed at Berlin on the 22nd July.,

Seeing the strength of the Opposition, Lord G-ranvilte immediately adjourned the debate for the purpose Of consulting his colleagues. A compromise Was subsequently effected between the G-overnment and the Opposition, and the bill has since received the royal assent. An animated debate took place in the House of Commons on the 23rd of July, on the state of affairs in New Zealand. On behalf of the G-overnment, Mr. Monsell spoke, and attributed the present alarming position of the colony to the" neglect of the colonists to provide for their own defence, and their self-will in interfering with the troops. He entirely deprecated any interference on the part of the Imperial Government. Mr. Adderly followed in the same strain. A bill was introduced to Parliament providing for the erection of a lighthouse on the Great Bass Bock, on the coast of Ceylon. The estimated cost is £65,000. An increased toll on shipping of one-half-penny per ton is proposed. A. Dowell, Esq., is appointed Judge Advocate General. The Bishop of Salisbury is dead. A bill, placing all English telegraph lines under the control of Government, has passed the Legislature. The Treasury has decided on withdrawing the postage privileges granted in 1867 to officers in the Indian army and in the colonies. Mr. "Warburton, high sherriff of Queen's County, Ireland, has been shot. It is supposed to have been an agrarian outrage. The Queen intends to visit Ireland next year. The French Atlantic telegraph expedition reached the American coast on the 24th July. The Viceroy of Egypt, in consequence of receiving important despatches from Constantinople, has returned hurriedly from the continent to Egpyt. His sudden recal has caused much speculation, but the cause of it has not transpired. A new French Ministry, consequent on the resignation of former officials, has been constituted. Latour Dauvergne is Minister of Foreign Affairs; Forcade la Eoquette, Minister Imperial; Marshall Niel, Minister of Marine; M. Chasseloup, President of Council; M. Eouher is appointed Permanent President of the Senate. The sittings of the Corps Legislatiff are prorogued until November. Admiral Seymour is dead. The latest telegrams from Spain say that the Cortes has been prorogued. A dreadful colliery explosion has occurred at "Wigan, and forty-eight persons have been killed. In the House of Lords, on the 23rd July, the Duke of Argyle submitted the Indian Budget. A lengthy discussion ensued. A conspiracy has been discovered, the object of which was to assassinate Serrano, General Prim, and Eivero. In Madrid, a conspiracy in aid. of Don Carlos exploded. He entered the province of Navarre, where he was pursued by the French police to the French frontier. The Duke Montpensier has entered Spain, and notified his intention to claim his right to the crown by virtue ,of his marriage. A rebellion in Afghanistan, headed by Ismael Khan, nephew of the Ameer, was temporarily suppressed., Shere AH captured thie ringleader, and spared his life. He sent him and his two brothers to Kohat. Ismael Khan, however, escaped on the road thither, and is now hiding in Afghanistan. Shere Ali is becoming popular, The Bombay Gazette reports as news, that New Zealand had declared her independence. A proposal has been made to send Colojiel Gordon to organize an army [? New Zealand]. This officer distinguished himself in China. The Bishop of Auckland has been consecrated at "Westminister Abbey. Mr. Miotley, the American Minister, has been introduced to the Queen at Windsor. The Prince ,of "Wales was nearly dragged into a position ,of .correspondent in a divorce case. The Queen has reviewed *t,}\e troops at Aldershofc. A serious accident .occured,to the Cavalry regiments, which met .each.other full gallop. Dr. Vaughan has accepted" the Mastership )f the Temple. The Tichborne baronetcy claimant has .•eturned to England. Mr. Eaymond, editor of the New YorkTimes f -m dead. Heenan, the pugilist, is dead.
