CHINA.

We (Sydney' Herald) have received a copy of the Hongkong Daily Press" of 10th Februaryy being twenty-six days latter than previous advices.

From this paper it appears that an; amnesty had been entered into, so as to allow time for communicating with the Emperor. The people generally have no confidence whatever in the amnesty, and no servaiits can be got, neither can business arrangements be made with any Chinese who used to be associated with foreigners. In the prisons have been found traces of five Europeans, who had been incarcerate^, and who had died either from ill-treatment or the effects of poison.. One of these, was a sapper, who was missed in 'December-r— his cap was found. There had been writing on the walls of gome of the cells ml whichthe unfortunates were confined, but it had bieeh carefully erased. ;•. .;' 2\ ' ! The aspect ofthe city is dail^imprbvirig, both as reg&rds thfe appearance of the shops and ihe throng in the streetsf'fiut thfe'. prfc vate dwellings of the upper classes ,ar| almost tenantless. There is a strong desire to sell articles to foreigners siriiilar to those exposed for sale;at New : Year time, butjtiie. is very inferior,-althougn thenumber of stalls is considerable. >;;•«.-..■• ; };■■> The Chinese merchants say that no. trade can be done until the Emperor's, answer is received. Pehkwi wrote the dispatch to Pekin announcing the fall of Canton' at'the 'allied head quarters the night He was taken. A;reply.\vill soon be due.. , . ' ; : His Honor tne'. A!tt6rney-6reneral ipto ihqi hands, of the Provost Marshall, in consequence of haying- no. pass. He, was incarcerated^ one report says '. all , night, another, for four hours* but we expept, the affair has been clothed with more briiiiant; colors, than were worn on the occasion: .-,-, The 70th Sepoys are still-on board the Chips'they came on i'n,fat Whampoa. .i; .; ; The Price; of Slaves.—The Sayanmh Republican .of December, 5, says:—-:" A. friend just from the up-country informs us: that at a sale of negroes that took place-at )Varrmgtoii on Tuesday last* young arid likely negro .-men brought from lsoo dbllars to; 1,500 dollars. '■ \ A young;woman about eighteen-ybars of age, fetched I*soo ' dollars. The, sale was m&de on acredit of twelve 1 months, and trib purchases made by parties not interested1 in the property." The, ..jLugusfa., Cfa'oniclc says :—••Af Sparta' on Tuesday- last, forty-one negroes, .belonging , ( to . the .estate, of_ T; ; "Li Wynp, late!. .of Hancock, eminty, were s,ojd, averaging 843, dollars, each, includingoldnegroes;children and infants. One man, 22;' years olclj a\ Icommon field-hand,-sold for~lysoo dollars. The sales were- bn cash terms. - In Wilkes county on the'same day-lands bought much higher prices than' any one supposed'(hey could possibly 'command' at the present time. The planter in the South is as well to do in the1 world as eyer he' was,''and even a slight' decline -in cotton is insufficient to drive him from his sense of security. He has been getting heavy prices for Jiis crops and laying up money for years past, and he now-finds his barns and meat houses .filled to overflowing." • > Mr. Tact and Mr. Talent.—Talent is something; but Tact is everything. Talent is serious, sober, grave, and respectable—Tact is all that, and more too; it is the open 'eye, quick ear, the judging taste, the keen* smell, the lively touch; it is:the interpreter of all riddles,' the remover of all obstacles: it is useful in solitude, for it shows a man his way into the world; it is ,useful in society, for it pleases every lone. Talent is power—Tact is skill. Talent 'is might—Tact, is, momentum. Talent knows what to do—Tact knows how to do it. Talent makes a man respectable— Tact makes him respected. Talent is wealth—Tact is ready money. -.For all the practical purposes of life, Tact-carries it against Talent ten to one. Talent is fit for employment, 'but Tact is fittest, for it has a knack of slipping into a place, with a sweet. and silent gtibriess of movement, as a billiard ball insinuates in&elf into the pocket: it seems to know everything without learning anything, it has served an invisible and extemporaneous apprenticeship, it wants no drilling, it never ranks in the awkward squad, it has no left hand, no deaf ear, no blind side, it puts on no wondrous wisdom, it has no air of prefundity, it has all the air of common place, and all the force and power of genius. Vert Likfi a WnALE.—The Wliinchester oournal gives currency to the following incident:—'Last week at Warminster, a horse was found lying down in the stable with one of his hind feet completely in his mouth, and so firmly was it fixed, that it required the assistance of four men to release it. This , extraordinary circumstance can only be accounted for on the supposition that the horse, in attempting to scratch himself, accidentally forced his foot into his mouth. The animal sustained no injury beyond one or two slight excoriations of the mouth.'
