Moslesi states seem to be becoming instinct with a new life. A few days ago we learned that the Shah of Persia had placed his Mahomedan, Christian, and other subjects on a level; and now we receive an equally surprising announcement from Tunis. On the 9th September the Bey of Tunis granted to his people a constitution founded upon very liberal principles. It promulgated in the presence of the (Jlemas, the Ministers, the notables, and general officers of the State, who in the presence of all the foreign agents, the French admiral, and the principal European inhabitants, took a solemn oath to maintain it inviolate. The younger brother ofthelmaum of Muscat has engaged in a dispute with his elder brother concerning the succession to the throne, and in the first engagement the pretender was beaten.
The Secretary of the United States' Navy on hearing that the Atlantic cable had been postponed to next year, ordered the Niagara to return to New York, and the Susquehanna to join the home squadron.
The amnesties lately granted by the Emperor of Austria when in Italy and Hungary have not proved bo complete as was at first believed. Many refugees have applied in vain for permission to return to their homes, and in several cases no reply has been given to the petitions presented,
