But, on the other hand, the British Empire must be assumed to have come very nearly to the height of its war potential, while Russia and China have both suffered very severely, and the passive resistance of the conquered European nations, whose assistance in any stroke against Germany on the Continent must be of the utmost importance to us, is subject to a continually increasing strain. It is very necessary that we should aim at decisive action in Europe while all our Allies, active and passive, are capable of playing their part in the defeat of the enemy. But it is, of course, equally important that our action, when we take it, should be effective. This is the great problem of the fourth year of war—to strike against Germany soon enough, yet not too soon. In this respect the fourth year is likely to be the decisive one.”—The Glasgow Herald.
