At a gathering at Hastings of E.P.S. personnel, the Minister of Manpower, Mr R. Semple, emphasising the necessity for avoiding chaos and panic, said that no evacuation must take place till it was ordered by the Army, and it would be controlled by the Army with the assistance of the E.P.S.
