LABOUR CONTROL

DAIRY WORKERS AFFECTED FACTORIES ADVISED Circulars outlining the main conditions applying to all persons engaged in essential industries are being sent out by the District Manpower Officer in Hamilton to all factories affected in the Cambridge district. At present only cheese and dairy factories and factories employed on war production are affected, but it is possible that other industries will be added when the occasion arises. The circular reads as follows: MAIN CONDITIONS. “ Where any undertaking has been declared to be an essential undertaking the following main conditions apply to all persons engaged in it:— “ The employer may not terminate the employment of any worker (except for serious misconduct) without the consent in writing of a district man-power officer. “ No worker may terminate his employment without consent in writing of a district man-power officer. “ Dismissal for serious misconduct must be notified by the employer to the district man-power officer, who, if the grounds for dismissal are insufficient, may require reinstatement of the worker. “ Workers are required to do any work of which they are capable during any periods when their normal work is not available. For such periods they must receive not less than their normal rate of wages. If they are required to transfer to work at a higher rate they must receive the higher rate of pay while on that work. “ Absence without reasonable excuse, personal lateness, failure to work with due diligence, failure to exercise proper skill and care, are offences against the National Service Emergency Regulations, 1940. APPEALS PERMITTED “ Appeals to a Man-power Committee against the decisions of a District Man-power officer may be made. Such appeals should be lodged in writing with the District Man-power Officer within seven days of his decision. “ A District Ma.n-power Officer is located at the local office of the State Placement Service. Further information and forms for application, appeal, etc., may be obtained from any State Placement Office. “ A certificate is issued to each undertaking to be essential, and on this certificate, which is to be available where workers may read it, are set out the obligation entailed by such a declaration.”
