NECESSARY REFORM. “The Emperor of Abyssinia himself, proved-sufficiently clearly by his action before the Italian invasion that he recognised the value of European advice in bringing necessary reforms to a country which was only beginning to emerge from a condition of primitive feudalism and almost perpetual civil war. He himself chose his advisers chiefly from America and the smaller European States—Sweden and Belgium in particular whose ambitions could not menace Abyssinian freedom, and there seems to be no reason why well-chosen men from many civilised countries should not co-operate with that younger generation of ’ educated Abyssinians which Haile Selassie did his utmost to encourage in the reconstruction of the ‘African Switzerland.’ ” —Glasgow Herald.
