WAIPA COUNTY COUNCIL

JUNE MEETING. GENERAL BUSINESS. Cr S. C. B. Macky, presided at the monthly meeting- of the Waipa County Council on Monday, and .also present were Crs. J. T. Johnson, G. S. Clarke, W. M lC Gee, G. S. Hall, J. W. Garland, R. J. Graham, E. F. Peacocke. T. Church, N. Reid, F. L. Onion and D. B. Livingstone. The clerk, Mr T. Grant, and engineer, Mr J. W. Civil, were in attendance. Ragwort Control:—The Raglan County Clerk advised that a conference for the purpose of discussing the question of stock certificates in respect of sheep off ragwort-free country would be held in Ngaruawahia, on Wednesday, 22nd June, at 10 a.m. Delegates from five counties will be in attendance and most likely an officer of the Agricultural Department. An invitation was extended to members of the Council as well as to dulyappointed delegates to attend the conference, as it was considered the question was important enough to warrant an expression of opinion from all interested parties. The chairman (Cr S. C. Macky), and Crs. D. B. Livingtone, and E. F. Peacocke, were appointed the County delegates, and the noxious weeds inspector will also attend. Local Body Drivers’ Dispute:—The secretary, New Zealand County Council Industrial Union of Employers, forwarded a report prepared by Mr D. I. McDonald, who acted as the employers’ advocate in the Dominion Local Body Drivers’ dispute. Received. Waikeria Road:—The engineer, Otorohanga County Council, advised that at last meeting of the Council a petition was received from seven settlers on Waikeria Road asking that the road be widened. As the piece of road referred to is a comparatively short length sandwiched in between the Waipa County portion of the i-oad and the Borstal Institute portion, the writer stated that his Council decided at last meeting that the Waipa County Council be notified of the receipt of the petition.— Received. Counties’ Association Reports:— The chairman forwarded—(a) A copy of memorandum concerning rates due on properties forming the subject of application for relief under “the Mortgagors and Lessees Rehabilitation Act, 1936”; (b) A copy of draft by-law concerning crossings over drains and watercourses in the counties, and (c) Addendum to Minutes of Disputes Committee held on 22nd April, 1938. Referring to the first subject the chairman said there seemed to be a departure from practice, in that rates would not now be a first charge on land, which was mortgaged to the Crown. The clerk explained the subject in more detail, and said that local body claims for general rates lost preference. Special rates were still protected. If rates were struck before the land was mortgaged to the Crown they were protected. Physical Welfare and Recreation Act, 1937.—The president of the Te Awamutu Chamber of Commerce advised that as a first step towards the constitution of a District Committee in terms of the Physical Welfare and Recreation Act, the Chamber was convening a meeting of the chief executive officers of all sporting and social organisations to be held in the Municipal Chambers, Te Awamutu, on Thursday, June 30th, at 8 p.m. The writer stated that this was a preliminary meeting to afford executive officers the opportunity of studying the proposals in a broad way, enabling them to report back to the members of their • organisations and leading to a public meeting' at which members would be fully consulted. An invitation was extended to the Council to be represented at the meeting. Crs M'acky and Hall were deputed to attend.

Cattle Stops:—Mi- H. D. Hills, Roto-o-rangi, in answer to the Council’s order for the removal of a cattle stop bridge, stated that the boundary of his property was about the centre of the drain which runs the whole length of the property with a bank 3 feet high and 6 feet from the formed road. He desired to know, if he gave an undertaking to take all responsibility, or as an alternative, to erect a light gate, whether the Council would be prepared to meet him in the matter.—Referred to the riding member, and it was pointed out that a property owner erects and maintains a cattle-stop on the road at his own risk.

Mason’s Drains, and Noxious Weeds:—Mr Thomas Mason complained that there was a slip in the drain through his neighbour’s property, and in consequence water was banking up on to complainant’s property. He requested that the Council take steps to compel the owner to have the obstruction removed; also to compel the said owner to clear blackberry from the boundary fence. —Investigation is to be made by the engineering staff.
