“Peace and security are the double aims of French foreign policy. In that spirit we have drawn up the indispensable measures of defence made essential by the present situation, while deciding to take the initiative in proposing the cessation and controlled limitation of armaments whose increase, if pursued, will lead Europe to utter ruin and extermination. In that spirit we remain faithful to the League, and intend to maintain and develop the friendship and agreements uniting us with other peaceful nations. These purely defensive agreements cannot be reconsidered.
