He laboured to bring into being his ideal of a highly educated democracy, whose powers of body and mind should through the development of natural resources of the country, find full, profitable, and varied employment. It was the exei-cise of the qualities mentioned above which won him the* respect of his fellow-settlers, that also assured him success in the field of politics. and statesmanship, until to him could justly be appled the saying of the wise man: ‘Seest thee a man diligent in his business; he shall stand before kings.’ ” % In these terms the Wellington Eudcation Board placed on record its regreat at the death of the late Mr Massey, and its “grateful sense of the splendid contribution of civic and national service, embraced within the compass of one life.”
