A Borough Anomaly
From time to time matters arise in connection, with Borough Ad ministration which somewhat perplex the lay mind, partly no doubt because the lay mind is apt to take cognizance of facts, without pausing to enquire how the facts came about. At the same time the lay mind, being free from the tyranny of too close an acquaintance with first causes, is apt to be prompt in suggesting the remedy to be applied where an anomalous state of affairs exists. For instance, in the case of a borough demanding a fee from a man desiring to set up business in a given profession, and at the same time allowing an employee of its own to act in private competition with this other practitioner from whom it has exacted the fee, the lay mind would naturally propose that the fee should be remitted or failing this, that the competition should cease. It is the- function to refrain from even indirect competition with those from whom it has exacted a license fee. And we are satisfie 1 that it only requires that the attention of tue borough authorities are directed to the existence of such an anomalous state of things to g§ e corrected. \
